Currently, CS maintain a list of which reports are "default" and manually try to maintain which accounts have the correct ones ( https://docs.google.com/spreadsheets/d/1TqdearZ1wyCUn7-bOtDzzLaxdBk4TvG_aCkLh4bVVTE/edit?pli=1&gid=0#gid=0 ) It seems likely to go wrong, is another manual inefficiency for an already stretched team, and really the Product should "own" this, not CS. Custom reports: fine, but not the ones that every account should have by default. I think we should have a list of the reports that all accounts should have in one place, and that's where it's maintained, so all accounts have them at all times.
